Welcome To The Caregivers and Health Promotion Officers Council
We are a voluntary council constituted for caregivers and health promotion officers who work in care facilities, to professionalize the standard of care in a collaborative, meaningful way. We do this by providing support, training and and resources to caregivers and health promotion officers.
We are a non-profit council which is autonomous and are financially independent, relying solely on member subscriptions to manage the administration of the organization.
Caregivers And Health Promotion Officers Council As Regulating Authority
Presently there are thousands of unqualified and unregistered caregivers in the private and community-based sectors.
Because of this, elderly people are put in danger and may be subjected to injury, mental anguish, and physical abuse. On the other hand, many carers and health promotion officers are being exploited because the sector is not regulated.
No set standards, guidelines or controlling authority is in place that could verify qualification or competency for care and frail care sector staff.
However, with the registration of “CHPC” as the council, under the auspice of the Directorate Enforcing Older Persons Rights, our objective is to ensure that competent and qualified staff are employed.
This will also give present and future candidates the opportunity to develop their skills as this should be a “profession” and not merely a job.
Due to the lack of industry regulation, there is also no set minimum wage and “CHPC” will lobby for a minimum wage to be set by the Government.
CAREGIVERS AND HEALTH PROMOTION OFFICER’s ”CHPC” is registered and will now be the official Industry Body for the sector, servicing caring facilities and frail care centres to prevent unqualified, incompetent and unexperienced people with criminal records from being placed in a position to care for older persons which could cause harm, distress and risk to their safety and wellbeing.

Criteria To Register With The CHPC
To register with the Caregivers and Health Promotion Officers Council you must meet the following criteria.
- You must have no criminal record.
- You must have no permanent protection order in terms of the Domestic Violence Act.
- You must have a verifiable residential address.
- You must have a verifiable identity document.

Who Can Apply To Register With The CHPC?
A caregiver is a person who provides care and assistance with daily living activities to someone else who is unable to fully care for themselves due to illness, injury, disability, or age. Caregivers can be either paid professionals or unpaid friends/family members.
Caregivers assist with basic activities like bathing, dressing, eating, mobility, household tasks, etc. as well as medical/nursing type care. They provide care in the care recipient's home, in care facilities, or wherever care is needed. Caregivers can work independently or through home care agencies. Some may require professional certification or licensing depending on the type of care provided.
The Caregivers and Health Promotion Officers Council welcomes individuals who have a strong passion for caregiving and health promotion to apply to become members.
This council is open to a diverse range of individuals including, but not limited to professional caregivers, healthcare providers, social workers, volunteers, and anyone who actively engages in promoting health and well-being within their community.
Whether you are a licensed caregiver, a healthcare professional, or someone dedicated to advocating for better health outcomes, the Caregivers and Health Promotion Officers Council offers a platform for collaboration, knowledge-sharing, and professional development to enhance caregiving practices and advance health promotion initiatives.

The Health Promotion Officer is a Community Health Worker whose primary focus is on primary healthcare, with health promotion being an essential aspect. The HPO performs a proactive role in identifying and assessing health needs, as well as intervening in primary healthcare activities.
Individuals who have graduated from a recognised nursing education programme and are registered with the SANC. They are equipped with the knowledge, and competencies to provide comprehensive and holistic nursing care to individuals, families, and communities in a variety of healthcare settings.
Registered nurses provide patient care as part of a healthcare team under the supervision of a senior nurse or healthcare professional. They play a crucial role in assisting with medical procedures, administering medications, monitoring patient conditions, and providing emotional support to patients.
ENA's provide basic nursing care and support under the supervision of a registered nurse or professional nurse. ENAs work in various healthcare settings, such as hospitals, clinics, and long-term care facilities. They assist with activities of daily living, such as bathing, dressing, feeding, and mobilizing patients.
A professional who provides direct care and support to individuals in need of assistance due to age, illness, disability etc. Care workers play a critical role in delivering personal care, emotional support, and practical assistance to those who require it. They often work in home-based care settings or community-based organizations.
Individuals who care for people in their own homes. They are essential in aiding those who are elderly, unwell, disabled, or recuperating from an injury oar disease. They offer a variety of services such as personal care, medication administration, meal preparation, mobility support, and housekeeping.
Individuals who are responsible for providing training and education to caregivers. They have expertise and experience in the field of caregiving and are responsible for imparting knowledge, skills, and best practices to individuals who are involved in providing care to others.
Individuals who provide care and support services to residents living in old age homes, retirement villages and senior living communities. These care workers play a vital role in assisting elderly residents with their daily activities and ensuring their well-being.
